as well as several divisions of the Department of Transport. This group continued to meet on a quarterly basis, monitoring delivery of the existing Plan while also contributing to the development of the SMP Action Plan 2026-2030.
In the final year of delivering the SMP Action Plan 2022-2025, implementation of the Plan continued to be overseen by a SMP Leadership Group and an operational level Delivery Team.
The SMP Delivery Team, which consists of representatives from the LG’s own organisations as well as broader representation when required, continued to interrogate the delivery of the SMP at a more granular level while also supporting the development of the next Action Plan. Following the conclusion of the SMP Action Plan 2022-2025, it was agreed that the Delivery Team would not be continued through the next SMP cycle and would instead conclude its work at the end of 2025. Oversight of the new SMP Action Plan will be led directly by the LG.
The Leadership Group (LG) is comprised of high-level representatives from the National Transport Authority (NTA), Transport Infrastructure Ireland (TII), the regional assemblies (Southern Regional Assembly (SRA), Northern & Western Regional Assembly (NWRA), and Eastern & Midland Regional Assembly (EMRA)), City and County Management Association (CCMA), Department of Housing, Local Government, and Heritage (DHLGH), Department of the Environment, Climate and Communications (DECC), Road Safety Authority (RSA), Sustainable Energy Authority of Ireland (SEAI),

To date, 69.2% of actions have been addressed or delivered. For the actions that remain delayed, it is important to note that many comprise of several sub actions. In these cases, even a minor delay to a single sub action results in the entire action being categorised as incomplete. This can mask the substantial progress achieved, particularly where the majority of sub actions have already been delivered.
To address this, the Report provides a detailed breakdown of progress on each action, as outlined in Annex 1. It also highlights any actions that have changed status since the third SMP Progress Report. For actions classified as delayed, the report specifies the particular elements that have contributed to the delay and identifies the policies or workstreams through which these actions are being carried forward.
For ease of reference, the following explains the action status categories in line with Figure 1:
| Table 1 Category | Action Status Categories Description |
|---|---|
| Complete | The action and related outputs in the SMP Action Plan have been fully completed. |
| Modified | The original action in the SMP Action Plan has progressed but has diverged in scope and/or direction impacting timescales and output definitions. This reflects the need for agility and adaptability. This was introduced as a new category in the Year Three Progress Report. |
| Delayed | The action and related outputs in the SMP Action Plan are past their scheduled date for delivery and have not yet been fully completed. |
