Phase 2 Action Plan Overview

The structure of the Phase 2 Action Plan 2025-2027 is outlined below. It follows the same approach as Phase 1, with Primary Actions (previously High Impact Actions) and Supporting Actions.

The 12 Primary Actions are those that are more transformative in nature and require contributions from multiple stakeholders, through partnership and collaborative efforts, to be delivered across this phase of the strategy. These actions are themed across the overarching Safe System approach. Each Action has a listed “Lead” partner who will be responsible and accountable through oversight for delivery.

The 77 Supporting Actions reflect a wider range of important activities being undertaken by the partners of the Road Safety Strategy. They are evidenced based, supplementing and enhancing the effects of the Primary Actions and road safety more broadly. These are listed by organisation.

It is important to note that the actions listed here are not the only measures being undertaken by the partners involved in the Strategy. Each of the partners has their own objectives and planning processes, which will include many activities contributing to improve road safety.
