Transport investment is a key enabler of the National Planning Framework. The appropriate investment can promote positive outcomes across a range of considerations by facilitating safe and reliable travel for everyone, supporting vibrant communities, decoupling carbon emissions from travel demand, and encouraging balanced economic development.

In common with interurban passenger travel, a key issue for freight is congestion on the land transport network adjacent to strategic links. Addressing congestion through demand management measures and the diversion of some trips to other modes and links will help to ensure the reliable and efficient movement of imports and exports.

Future transport investment will have to demonstrate alignment with NIFTI and, by extension, support the delivery of the NPF and the NSOs.

Finally, investment in rural roads will help to ensure that those living in rural communities can travel safely and reliably to centres of scale.
