OECD Report

The Climate Change Advisory Council (CCAC) commissioned the Organisation for Economic Co-operation and Development (OECD) to review Ireland’s transport system and to determine its capacity for achieving net zero by 2050. The associated report, ‘Redesigning Ireland’s Transport for Net Zero’, which was published in October 2022, indicated that Ireland was unlikely to achieve its ambitious climate goals without a systemic change in its transport system and substantially different patterns of travel behaviours than those observed today.

Among the key recommendations were:

ᴏ Redefining the goal of the transport system as sustainable accessibility,

ᴏ Prioritising the up-scale of policies with high potential to transform the car-dependent system,

ᴏ Redefining the electrification strategy to support the transition towards a sustainable transport system,

ᴏ Embracing a systemic approach to policy decision-making across government departments,

This Strategy reflects that change of focus and the evidence and findings of the OECD report have informed the deliberations of the expert sub-groups and in turn the recommendations in Chapter 10.
