Electrification and Renewable Energy Policy
measures which will support the achievement of this Strategy’s objectives and that of the Climate Action Plan. Their importance is reflected in relevant recommendations in Chapter 10.
The work undertaken by the TOD Working Group informed the National Planning Framework (NPF) 2025, which introduced TOD as a new element of the Framework, with potential for supporting the delivery of new sustainable communities at brownfield and greenfield locations. National Planning Objectives 10, 97 and 99, combined, seek to deliver TOD at suitable locations (as identified in Metropolitan Area Strategic Plans) supported by the necessary institutional and funding arrangements to support the development and accelerated delivery.
Transport Orientated Development
Transport Orientated Development is a form of urban development that seeks to maximise the provision of housing, employment, public services and leisure space in close proximity to frequent, high-quality transport services. It is a form of development that is friendlier to public transport users, cyclists and pedestrians, and seeks to convert car trips to public and active transport trips. This in turn improves mobility and environmental conditions and delivers more efficient and sustainable urban development. TOD can also be designed to provide a higher proportion of social and affordable housing. (National Economic and Social Council 2019 report)
GDA Strategy and Demand Management Scheme
As a key delivery agency for sustainable mobility, the NTA’s Greater Dublin Area Transport Strategy 2022-2042 sets out how the transport system will be developed over this period to meet the needs of a growing population while reducing emissions by 50% across the region, covering Dublin, Meath, Wicklow and Kildare, by 2030. As well as significant investment in active, shared and public transport infrastructure and services, a key lever to achieve such reduction will be a GDA Demand Management Scheme, which the NTA expect to publish by 2026. This Strategy provides the strategic framework and impetus for that Scheme and further schemes to be developed in the remaining five cities and other local authority areas in a coherent manner.
The PfG commits to focusing on linking new housing developments to public transport and schools through TOD. Further to this, the Revised NPF 2025 affirms a strong commitment to TOD with potential for supporting the delivery of new sustainable communities at brownfield and greenfield locations - by locating them along existing or planned high-capacity public transport corridors.
Electrification and Renewable Energy Policy
A Transport Orientated Development Working Group, which was established in 2021 under Housing for All, is looking at opportunities for TOD in the five cities of Dublin, Cork, Limerick, Galway and Waterford. The intention of this process was to identify strategic brownfield and greenfield lands served by existing and / or planned high-capacity public transport services that are suitable for TOD.
CAP23 targets the electrification of almost a third of the total private car fleet in Ireland by 2030, which will require 100% of new private registrations to be electric before the end of this decade.
A report for Dublin was published in June 2023. It identified opportunities for up to 130,000 residential units at fourteen locations with further significant opportunities identified in the other as yet unpublished reports. It is clear these reports identify the potential for significant numbers of residential units and the analysis undertaken underlines the role that targeted public investment in certain transport projects can play in enabling the delivery of large-scale housing delivery in the major metropolitan areas.
