3.2 Financial Management Shared Services Programme

By the end of 2021 the NSSO had reached an advanced stage of readiness for deployment of its new Finance Shared Service, on a new single integrated financial platform for central Government. The launch of this latest shared services offering by the NSSO represents one of the largest transformations of financial management in recent times for central Government through the creation of a single common chart of accounts, standardisation of accounting processes and technology automation.

The key driver for this new financial and accounting system is the requirement to integrate all of central Government accounting on a single standardised financial management system and to replace some 31 legacy systems that are at, or nearing, end of life, ensuring greater efficiency and effectiveness, and enhanced security and controls.

• enables the financial reporting reform required to support the move to international accounting standards; and

• the simplification and standardisation of accounting processes will strengthen compliance with EU and international reporting and transparency requirements.

When fully operational our central Government finance system will support over 50 PSBs centralising all financial processing activity and the standardisation of financial reporting.

This new service offering by the NSSO will provide support to Government Departments and Offices for critical finance and accounting administration such as the processing of suppliers’ invoice payments and receipting. It will manage the procurement of all goods and services in a new, standardised way. The management of cash, the production of standard accounts and reporting to support the annual appropriation accounts and audit will also be provided by the NSSO.

The NSSO is working with Accenture as the System Integrator, and Ernst & Young as the Client Services Partner on the programme. Oracle eBusiness Suite is the technology platform chosen.

• completion of final design and associated system build;

• user acceptance testing (UAT), which continued into early 2022;

• it will replace 31 different legacy finance systems;

• Phase One client engagement and change management; and

• this single platform will consolidate expenditure through the Exchequer; supports eInvoicing and eProcurement and the management of supplier data;

• training delivery to some 300+ core system users.
