HIQA introduced a Submissions policy and procedure in March 2016 for Registered Providers to use if they wished to challenge the judgements contained within draft inspection reports. The ‘Overview of 2016 HIQA regulation of social care and healthcare services’ report published in April 20176 contained a breakdown of the total numbers of submissions received and the numbers by sector regulated however, the subsequent report ‘Overview of HIQA regulation of social care and health care services 2017’ published in May 2018 simply provided a total number of submissions received but not the total number by sector. Neither report provided detail on the outcome of the submissions and in particular the
