Ministerial announcements are issued only where a grant exceeds the approval threshold under the Industrial Development Act 1986, typically between €5 million and €7.5 million. Therefore, if a Minister publicly announced Amcor’s expansion in 2022, the value of that grant must have exceeded €5 million under IDA policy. This directly contradicts IDA Ireland’s statement that no such grant exists.
