I would like to make an FOI request for any records held by the Department of Public Expenditure and Reform on the decision making processes that allowed refurbed.ie to become a vendor of the cycle to work scheme. Specifically I would like to know how they qualified to sell used bikes with the scheme when it usually only allows the sale of new bikes. The sale of bikes by refurbed.ie seems to conflict with the following quote from the department of finance "Second-hand bicycles or safety equipment will not qualify for relief under the scheme.” I would also like to know if there any records that show evidence of more used bike vendors being considered for the scheme. If the scope of my request is too broad I am happy to refine it. If you feel that it is perhaps a matter for another public body to answer I am happy for the request to be transferred.
