In or around August 2018, an official from Wexford Council (WCC) made an inquiry to the Local Government Governance Section of the Department of Housing, Planning & Local Government (DHPLG), as to whether or not travel undertaken by any Councillor in a personal capacity with an external public body, should be aggregated with travel done in relation to their role as a Councillor, for the purposes of calculating the correct mileage band for Councillors. This query was in turn passed on to the Department of Public Expenditure & Reform (DPER), whose response was referred to by DHPLG, which in turn responded to the Council. DPER's response included the following sentence: It is the Department’s view that all mileage should be aggregated where an applicant is claiming from more than one public service body. In relation to the €79 million plus given in funding to the Horseracing Industry, please provide details of how this money has been allocated and for what purposes it is (presumably) required. Given that many involved in the industry are mentioned in the 2020 Irish Rich List (Sunday Times), I am interested to see why precisely the funding is required and as a tax payer, I am requesting this information. Notoriety given recently to the alarming treatment of 2 dead horses (these are the ones we know about) leads one to believe that little regard is given to the ‘not earners’ as is the case where the Greyhound Industry is concerned and publicised by RTE documentary. I also gather that some staff are not well paid and this could in turn lead to the mistreatment of animals in their care, either dead or alive animals.

I refer to the Department of Finance Circular 35/2007 (E157/19/2000), dated 02/11/2007 and to Section 5. (Superannuation), which sets out the arrangements for the payment of a lump sum to “an officer who retires between 14 September 2007 and the date on which the full rate recommended in Review Body Report No. 42 becomes payable”.
